Date: 2004-12-03 05:10 pm (UTC)You know, I actually went back and asked the author about the whole quarantine issue, because she is extremely detail-oriented and she does her homework, and she said she'd actually researched it and apparently there were quarantine regulations still in effect b/w the US and Canada in 1997 or 98, which is when this story would have taken place, so it's entirely likely that the canon is, in fact, correct!
